742 bobcat turns over hard

has new battery and starter...seems to be labouring hard...is there a hydraulic problem that is causing it to be under load when starting...i dont have a repair manual.. this little gas engine should spin over easly..I can turn with a wrench on the pulley and turn by hand with not too much effort..

yes had it running today...runs smooth but will crank easly one time and then hard the next..I dissconected the coil once and cranked it over cause it seemed like iginition time holding it back ..it cranked even speed but sitll slow..
i got to get under the seat to see how its coupled to the pumps..i want to eliminate any resistance or drag. I havnt worked on a skid steer befor

Sounds like the starter may be biting the dust . Yes ive seen New starters be a total pile of sandblasted stuck back in the box junk
